"content": "In this financial year as you have seen, monies are being taken to the counties; that is Kshs280 billion to be shared according to the agreed formula but the bulk of the money remains at the national level. So, I also wanted to make a point, even as I support this Bill, that nothing in law stops the national Government from implementing a county function. I have heard this talk a lot about people saying that health is ours or water is ours. Nothing in any of our laws stops anyone--- That is why we keep giving what you call conditional grants."
