    "content": "Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to contribute to this Motion. I did not expect it to be on the Order Paper today. Otherwise, I would have come better prepared. Nevertheless, because this is the only opportunity to handle it, let me contribute to it. I oppose this approval. It is not a timely request. I understand that currently, at the Kenya Ports Authority (KPA), we are using Phase I and have just completed construction of Phase II. It was constructed at a cost of Kshs27.30 billion. It is yet to be used. When we visited the Port, The electronic version of the Official Hansard Report is for information purposesonly.
