    "content": "(1B) Notwithstanding sub-section (1), the prior consent of the Authority shall not be required in the case of an emergency and where such venting or flaring is necessary to avert a disaster. (1C)Where a contractor vents or flares under this section, such contractor shall – (a) ensure that the gas venting or flaring is kept at the lowest possible level; (b) inform the Authority of the carrying out of such venting or flaring and the circumstances requiring such action; and (c) submit to the Authority such information as the Authority may require with respect to such venting or flaring. (b) in sub-clause (4) by deleting the word “five” appearing immediately after the words “not less than” and substituting therefor the word “ten”;"
