    "content": "Mr. Temporary Speaker, Sir, I beg to move that the County Governments (Amendment) (No.2) Bill (Senate Bill No.7 of 2016) be now read a Second Time. In this Bill, we are amending the County Governments Act to provide a procedure for the disposal of a report of the Commission of Inquiry established under Article 192 (2) of the Constitution. It also provides for a process of the termination of suspension of a county government under Article 192 (4) of the Constitution. The prevailing position has a legal lacuna.
