    "content": "Mr. Speaker, Sir, the scope of the works in the contract indicated as follows: That the contractor would do site clearance and top soil stepping, earthworks; removal and reinstatement of all the failed road pavements to the inserted depth; repair of base using stabilized gravel material; repair of potholes, regulation and resurfacing using asphalt concrete; overlay and application of double sealing using size 14, 20 and 6:10 millimeter pilocated chippings; installation of new drainage structures and the cleaning of existing drainage structures, and: the repair of the shoulders that is the subject of this Question."
