If we want to rehabilitate most of our young people who are in prisons and to reduce congestion in our prisons, we have to find a way of giving them a certificate of good conduct once they are out of prison. Some of them are not quite reformed. However, we should have a system where they can get a conditional certificate of good conduct or something else.
