"content": "Mr. Deputy Speaker, Sir, I have a second request for a Ministerial Statement, directed to the Minister for Agriculture, on the closure of Vutali Sugar Factory in Kakamega North District. I would like the Minister to clarify the following:- (i) why the Government registered and licensed Butali Sugar Company in the first place, only to close it when it was about start milling; (ii) what law allows similar factories in the neighbouring Nyanza Province to operate under similar circumstances, and why those factories are not closed; and, (iii) what special interests this Government has in a dispute between the proprietors of two competing firms in Kakamega North District, namely, Butali Sugar Company and West Kenya Sugar Company."
