    "content": "Mr. Speaker, Sir, the Committee requested for the report and all the requirements, as I said earlier, in terms of meeting the constitutional and also the statute requirements. After meeting the county governments, the national Treasury and the CoB, we have noted that there was a clear demonstration by some counties that they had paid amounts exceeding 51 per cent of the pending bills that were determined and found illegible by the Auditor-General. They had established internal verification mechanisms to verify the ineligible bills. Pending bills have been paid after the report of the Auditor-General was released between July, 2019, and 30th November, 2019."
