Considering that we are approaching the end of the financial year, the proposal in the county additional allocations disbursement schedule is that once passed, they will disburse the funds in two tranches. That is 50 per cent before end of May and the remaining 50 per cent in June."

            "content": "Mr. Temporary Speaker, Sir, I have also heard concerns by some colleagues about mineral royalties. It is important for hon. Senators to understand that for mineral royalties to be shared, the Government must have collected them through formal channels, so that you pay mineral royalties from mining of minerals. Once you mine and it goes through the Government channels, the Government will collect some royalties. Eventually, in accordance with the law as passed, the percentage that is supposed to be shared will be given to the county government. Even if you have unlimited mining taking place that is happening without documentation, that is without that mining going through the Government system, you cannot expect to get a share of mineral royalties. For example, Migori has gold. If mining and selling happen in the black market without going through the formal channels of the Government in terms of payment of mineral royalties for mineral extraction in quantities that are documented and values that are collected, then a percentage of that cannot be shared with the county government because the Government would have collected nothing. So, it does not matter whether it is in your record and you know there is too much gold, or this or that mineral in your county. If the Government system has no visibility of that in terms of collection, recording, payment of royalty in the stipulated rates, then the Government will not have any record to be able to say we have collected from Mandera County. If the quantity of gypsum that is mined in Mandera County is not documented to through the formal system and royalties paid for, then the Government will not be able to give you---"

            "content": "Yes, you can give your point of order if you are given. Mr. Temporary Speaker, Sir, mineral royalties are shared only on the basis of royalties collected by the Government. It is not on the basis of minerals that you know, the mining is taking place in your county. That is the important information that needed to be shared."

The Chairperson has indicated that the counties do not get money because the minerals that are mined in those counties are mined in informal arrangements. I would like to say that in my county, the Cabinet Secretary for Mining, Blue Economy and Maritime Affairs has visited some of the mining sites. He has also visited Migori County inspecting those mines. Does it mean that the Cabinet Secretary, who is a Government official and is supposed to know the right channels in which minerals should be mined, is condoning the practice of mining through informal arrangements?
