Mr. Deputy Speaker, if you read the opening notes I had mentioned earlier, the whole concept of UHC is having preventive healthcare rather than what we presently have. The reason well-to-do Kenyans live a more-healthier life than those that are of a lower income bracket is because they are able to access preventive healthcare way in advance.
