  • 26 Jul 2023 in Senate: business of domesticating CoG in Statute, as well as County Assembly Forum (CAF), so that when we do legislation, we incorporate them. I know the struggle is to find an anchor point where all the 47 county governments fit. The lazier thing to do is simply to send them to the national Government yet that is not what we need. That is not entrenching devolution, which is one of the reasons for our existence as a House. I propose that we quickly move in that particular space so that each time we do legislation such as this - anything that ... view
  • 26 Jul 2023 in Senate: I, therefore, celebrate the good work that has been done by our colleague, Sen. Mariam Omar. I wish our colleagues can continue to generate such business for us to consider as a House so that we can entrench the success of devolution. I support this Bill with only that right and provision and challenge Sen. Mariam Omar to guide us on what we are going to do with Clause 27 of the Bill. I am a bit uncomfortable with us returning county governments to be subject to regulations that are made by the national Government. With those many remarks. I ... view

  • 18 Jul 2023 in Senate: Mr. Speaker, Sir, apologies. I did not know you had given me the Floor. I wish to react to the two statements by Sen. Munyi Mundigi and Sen. Chute. I will start with Sen. Munyi Mundigi Statement. I like the angle that Sen. Munyi Mundigi has pursued. We are asking the Ministry of Agriculture and Livestock Development to furnish this House with details on the plans to ensure flawless distribution of the fertilizer programme. This is one of the signature success stories of this administration. However, because of the many theories that are being peddled by prophets of doom about ... view

  • 18 Jul 2023 in Senate: carry out the last mile exercise so that farmers can just simply walk to their shopping center, they will not need to hire a boda boda, they would carry the fertilizer on their backs. I hope that our colleague, Sen. Linturi, is listening to the conversation in the Senate this afternoon hearing that the concern that Senators have on behalf of farmers they represent. This is how you feed your people. I am saying this because I saw our colleagues from the Minority side saying that if we want them to stop causing the wanton destruction of property that they ... view

  • 18 Jul 2023 in Senate: I hope when this Committee considers this request by Sen. Chute, they will also find time to listen to the challenges that are faced by all these other contractors; so that as a House, perhaps we can reach a resolution and have a firm solution to this issue in the greater interest of the people who do business with our county governments. I thank you for the opportunity. view
