I have cited an example of county headquarters. Once you have built county headquarters, there is no need to further grant that particular county money for the same purpose. Therefore, this is a big win for us. I congratulate my Chairman, Sen. Kibiru, for a job well done. I also congratulate the leadership of the Senate for listening to us when we requested them yesterday. I congratulate you, Sen. Orengo. We pleaded and asked them to allow us to, first of all, reach a mediation agreement, but there is cause for worry. However, Sen. Orengo, you are not yet off ...

Mr. Speaker, Sir, of late, the boy child has become a victim more than even teenage girls, especially in the era of sending fare. Basically, if we do not want the National Assembly to “chew” our fare, if that is a phrase that Sen. (Dr.) Ochillo-Ayacko is more comfortable with, let us hold on. I plead with you. I do not know what the hurry is for. The National Assembly should pass the mediated version, or at least let the report be tabled before the National Assembly. Otherwise, we have a cheque, but we are not sure whether we can ...

Mr. Speaker, Sir, I wanted to protest while Sen. Murkomen was still on the Floor because he appears to be demeaning Sen. Kibiru, the indefatigable Chairman of the Senate Committee on Finance and Budget. When he says that they have received assurances from the highest office in the land, is he insinuating that Sen. Kibiru’s office is the lowest in the land and therefore, we should not in any way believe whatever he is saying? I am a Member of the Committee on Finance and Budget and I think that is unfair to my Chairman. I may not necessarily support ...

Mr. Speaker, I encourage my Chairman not to be a near do- good. Otherwise, he will set a very bad example that he nearly does the right thing every now and then especially in this season. You know, yesterday he gave a very good promise before this House and we respected him for that. That we have take this position because we firmly believe that this is an assault on our pivotal place as Senate. That if we are taken out of this budget making process, or we allow people outside this Chamber to determine for us that we can ...

Thank you, Mr. Temporary Speaker, Sir. This is a constitutional issue. It is not just about the standing of the Senate in the Republic of Kenya and what we want to do. Rather, it is about securing our position in the place of history. This is an important issue. You know the journey that this Term of Parliament has led us to, as House, where we began, where we faltered and where we currently stand.

I must start by appreciating my Chairman, Sen. Kibiru, of Kirinyaga County for standing firm, being solid, resolute, independent and a man of great character. If he had chosen to be like many who have sacrificed this House at the altar of political expediency, he would have easily sat down and wondered what is in it for him personally. However, he has chosen the path of ensuring that this House remains respected and stands up for the rule of law.

Mr. Temporary Speaker, Sir, this is a matter of the rule of law. Somebody wants to undermine this House. They want to prove to the world that the Senate does not matter; that we can sit here, pass legislation and be ignored. This cannot be the case. Let me take you back and inform you that I know the history of the County Grants Bill. I was part of the Committee on Finance and Budget in 2016 when people went to court and sued Parliament. They specifically mentioned the Senate. This is because when we were budgeting, a trend emerged ...
