  • 21 Dec 2021 in Senate: When the Cabinet Secretary for the National Treasury and Planning, Mr. Ukur Yatani, appeared before us, the position of the Committee on Finance and Budget was straight and clear. We told him that we could not accept what he had presented to us. We told him that if the size of the national overall budget is growing, then the size of funds and resources that go to the counties must equally grow. Anything short of that was completely unacceptable to us. We mentioned this to the Cabinet Secretary for the National Treasury and Planning. We pointed out in our report ... view
  • 21 Dec 2021 in Senate: this BPS, you can clearly see that this is a rigged document that is pointing out to a budget that is meant to benefit a few well-placed sharks and not the ordinary citizens. I will give you a practical example. If you look at this Statement, you will realize that it does not benefit the local citizens of this country. This House had unconcluded business on the leased medical equipment while we continue to pay billions of shillings to suppliers for facilities that are lying idle. This is an indictment to each and every one of us; the 67 Members ... view
  • 1 Dec 2021 in Senate: Madam Temporary Speaker, I thank you for giving me this chance. I laud the very good work done by this Committee in handling these two petitions that were presented before them. One of particular interest to me is the issue of ECDE teachers, which has been ably observed by the Committee. It is an issue that cuts across all the 47 counties and Republic of Kenya. I agree with the recommendation of the Committee that it is more of a failure on our part more than the county governments in ensuring that we can have a unified scheme of service ... view
  • 1 Dec 2021 in Senate: of this county, I will ensure and see to it that all the binding recommendations which the specific committee in charge of public service in Kericho promised in terms of remuneration and absorbing this number of teachers in the different phases that they outlined for us. We will ensure that we take them to task. Madam Temporary Speaker, finally, I would like to mention something on this issue of the Inua Jamii programme. It is a very noble social welfare support programme, which unfortunately the Government has not been able streamline. The unfortunate thing is that while we hear all ... view
  • 18 Nov 2021 in Senate: Mr. Temporary Speaker, Sir, I thank you for giving me this chance to also add my voice and make a few comments on this Report by the Committee on ICT. That is one of the Committees that I feel proud to have been a Member for quite a number of years. I see that there are many things which the Committee on ICT continues to pursue which began during those years. I used to think that I know a lot about ICT until sometime last Senate under the Chairmanship Hon. Mutahi Kagwe who was our ICT Chairman then. We had ... view

  • 18 Nov 2021 in Senate: If you read through many of the Reports that they are giving it is about missed opportunities; things which if we had been better organised and serious with our work you would have appreciated how far our beautiful country would have gone just by leveraging on technology. We are being hailed across the rest of the globe that Kenya is the silicon Savannah of Africa because of our 5G network. We also have a bulging young population that actually leverages on ICT to do many things and actualize innovations that have come out of this country. The challenge remains us, ... view

  • 18 Nov 2021 in Senate: Mr. Temporary Speaker, Sir, I appreciate that information. My only worry is that by the clock of this House it is already 5.30p.m., just a few minutes before the rise of the House figuratively. The Committee on ICT needs to hurry and present to us that report so that we think about it. view
