There is an increasing trend where certain CSs have set a precedence to never show up in this House no matter how serious the matter that we are canvassing is. I wish the Senate Majority and Minority leaders had followed through with a request that I once made in this House. Given the importance of the issue of the census, we needed an ad hoc Committee of this House to provide oversight from planning and implementation phase to relaying of the results of the census. However, now that it did not happen, this is our only opportunity to interact with them. Using both your soft and hard powers, ensure that we have this CS before this House on that day.

Mr. Speaker, Sir, this is a very important issue. I personally agree with my colleagues that IFMIS aids devolution in terms of accountability. The Statement by Sen. Dullo highlights some of the challenges which the national Government has been unable to address. The truth is that if you speak to some of our colleagues who work in the county governments, they will tell you that the national Government continues to run the counties through the IFMIS. We had a discussion with the Committee and felt that there are certain things that we first needed to clear bearing in mind that the Committee was working on a Bill that is almost similar to this Bill.
