  • 25 Jul 2019 in Senate: Mr. Speaker, Sir, this is a very important issue. I personally agree with my colleagues that IFMIS aids devolution in terms of accountability. The Statement by Sen. Dullo highlights some of the challenges which the national Government has been unable to address. The truth is that if you speak to some of our colleagues who work in the county governments, they will tell you that the national Government continues to run the counties through the IFMIS.
