  • 4 Jun 2019 in Senate: On a point of order, Mr. Deputy Speaker Sir. I do apologize to our senior Sen. (Prof) Ongeri for disrupting him while making very informative contributions. Did you notice that when Sen. Kang’ata walked into the Chamber, he used what I would consider to be an illegal entrance to get into the House? He walked in through that gap between the first chair which is outside the Chamber. Now that we are discussing The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 4 Jun 2019 in Senate: issues on mental health, if there is a Senator who should listen to this discussion, it is Sen. Kang’ata. Could you order him to use the correct route to get into the Chamber, so that he is properly seated using the proper channel? view
  • 4 Jun 2019 in Senate: Thank you, Madam Temporary Speaker, for giving me this chance to make my contribution to what is a very topical issue and something that is extremely important. In the month of May, we celebrated the World Mental Health Month. From the onset, I celebrate our colleague, Sen. Kasanga who has run this campaign on mental health awareness issue and ensured that all Members are prepared. There is no other Bill that Senators have been properly prepared than this particular one. That explains the level of interest that we have seen from 4.00 p.m. Many Senators have spoken about this particular ... view
  • 4 Jun 2019 in Senate: The only man left in the House is none other than the leading defender of women, including those in this House and the Chair. Men of this House should know that we need to take our work more seriously. view
  • 4 Jun 2019 in Senate: Back to the Bill, there are interesting things I have learned by listening to what my colleagues have said. We have also educated ourselves from the banters we had. I think Sen. Poghisio captured it well, that we do not understand the magnitude of this problem and what it is about. What do we mean when we hear people say that someone is mentally sound or they are fully okay? We need to ask ourselves what lunacy and mental health are and who is mentally okay and who is not. We heard the shocking statistics by Sen. (Prof.) Ongeri about ... view
  • 4 Jun 2019 in Senate: which ordinarily appear like runaway crime. Are people just being inhumane with each other? If you do research, you will realise that it is a challenge of mental health. In many work spaces, there are things that sometimes people say to each other. You do not need to confirm that the statistics that Sen. (Prof.) Ongeri shared are true. If you go to many social media platforms, you will see the kind of nasty things that people say to each other. There is no way a normal person can wake up out of the blues and insult somebody they have ... view
  • 23 May 2019 in Senate: Thank you, Mr. Temporary Speaker, Sir. This is a very important issue. If you watched the developments around the infamous Ekeza Sacco, you saw what the owner, whom I do not wish to call a con but I cannot find a better way to describe him, did to millions of Kenyans who put in billions of shillings into that SACCO. Mr. Temporary Speaker, Sir, many of our people are so innocent such that they imagine that any person who operates a SACCO business has gone through the rigorous Government processes of ensuring that they are legit and what they are ... view
  • 23 May 2019 in Senate: has two signatories, where in many of these cases, one of the signatory is a spouse to the other. Therefore, I urge my colleagues to treat this matter with the seriousness it deserves. This is an issue that if we do not take care of, will cause a lot of trouble to many people in this country. Mr. Temporary Speaker, Sir, with those many remarks, I look forward to the work that will be done by this Committee and the response that they shall bring to this House, perhaps, before we break for recess. view
  • 23 May 2019 in Senate: Thank you, Madam Temporary Speaker, for this opportunity. I a Member of the Committee on Finance and Budget and it is a privilege and great honour serving in the Committee. It is great honour because our work is to ensure that counties are sufficiently funded to operate and provide requisite services to the people who voted us into this House, such that they do not lack basic services. The dream of Kenyans, when they voted for the Constitution, 2010, was to ensure that services are taken closer to people. We have been looking at audit reports and the monthly releases ... view
  • 23 May 2019 in Senate: here innocently and say that as long as we ensure that counties are properly funded, there is nothing else to do. I sympathise with my colleagues in the mediation committee. What gives them the energy to wake up to go and meet our colleagues from the National Assembly and ensure that we have more money going to the counties? Cardinally, we believe that as long as we continue to fund our counties, somewhere along the line, we will get some of the things right. The question is: When shall we begin to hold people accountable? The truth of the matter ... view
