In clause 16(e), the relevant committee of the county assembly is to:- ‘engage the Commission on Revenue Allocation, the county executive committee member and any other relevant stakeholder so as to jointly deliberate and provide solutions to issues relating to achieving equitable development within the county.’ We are giving powers to our county assemblies which is another first in terms of our legislation because previously, we left them to deal with the county government alone. This is because some parts of the country have never experienced the pleasure of having very senior Government official. We should understand his excitement. A few months back, as Senators in this House, we questioned the kind of agreement that the Government had entered into with the Cuban Government. I have sat pensively listening to all the contributions one by one, by each distinguished Senator, speaking passionately about an issue that I hold dear to my heart. • 14 Mar 2019 in Senate: Divergence is also important. When you give a proposal in this House, it is also important to listen to colleagues who do not agree with you. I have done that and picked a few of them. As we head to the weekend, I will take time to think through. By the time we will have the Committee of the Whole, I will have incorporated the changes they have proposed because some of the ideas are extremely brilliant. Like they say, good ideas must always give way to better ideas and sometimes better ideas must give way to the best ideas. view
