Not to demean anyone, I meant my responsibilities have grown immensely of late. Therefore I find myself straining in terms of time to do legislative work. I listened to almost each and every organisation that has been mentioned and all the stakeholders that came before us to give memoranda and presentations. Therefore, I do not want to take a lot of time delving into issues about the many boards that have been created, their duties and their constitution. I agree with many of the sentiments that have been raised by colleague Senators. However, the English have a saying that he ...

Thank you, Mr. Speaker, Sir, for giving me this chance. I rise to support and give my thoughts on this extremely well thought out Bill by Sen. Wako. This Bill is about a very important and integral part of our democracy that we continue to ignore each and every day. This is done under the pretext that the people we lead are not educated, or they do not have the capacity to understand some of the things that we do, as leaders. Thank you, Mr. Speaker, Sir. I want to congratulate my colleague and elder brother, Sen. Khaniri, for a well thought out statement on something that is important. This should prick our conscience as Senators, if we know exactly what we came to do in this House. Mr. Speaker, Sir, it may interest you to know that when the Commission on Revenue Allocation (CRA) did their report to the National Treasury, one of the recommendations they made was that because Kenyans continue to suffer the plague of cancer, they should provide resources of up to Kshs8 billion to build two regional ...

Mr. Speaker, Sir, you may have been distracted to notice this or perhaps, the proper word is that somebody else sought your attention. In concluding after making very good and elaborate remarks, the Mover of this Bill did not follow the laid down procedure in moving. I, therefore, request that you request him to come back to the Dispatch Box and follow the laid down procedure---.
