Mr. Deputy Speaker, Sir, I do not think Sen. Kajwang' understood what I said. I tend to believe that he chose to misunderstand me. It is not that he does not get what I am saying. He is being cheeky. I do not think that I need to b labour the point further because I have made my point. I was speaking about the issue of generic repetition of phrases that we keep on finding in many of our Bills that I feel our legislative drafting department need to take a keen interest on and perhaps, notice. Last week when ...

Mr. Deputy Speaker, Sir, maybe we need to define bowing because what I noted is that he nodded his head which is totally different from bowing. Anyway, let me go back to my contribution. I was speaking about things that the council can do and something really pricked my thought and I was excited about it, that this council that is being proposed can actually suspend the operations of a warehouse operator, an inspector, weigher or grader operating under this Act for failure to comply with any of the provisions of this Act. This is really encouraging. Many of the ...

Mr. Speaker, Sir, pursuant to Standing Order 46(2)(b), I rise to seek a statement from the Chairperson of the Senate Committee on Agriculture, Livestock and Fisheries regarding the introduction by the County Government of Mombasa of a tax/levy of Kshs32 per packet of tea being exported through the Port of Mombasa. In the statement, the Chairperson should: (1) State whether the Government is aware that tea is among the leading export earners in Kenya. (2) That the tea sector employs more than five million Kenyans. (3) Table a schedule showing the type and amounts of taxes being levied on the ...

Mr. Speaker, Sir, the question that I wanted to add on has been asked by Sen. Halake. I wanted to speak for the girl child, but she has done it and I am satisfied. I find that law---

Mr. Speaker, Sir, my final point is that the Chairperson should explain to us the logic behind sending away the young girls who are found to be pregnant while leaving the young man who is responsible. Why should they send away the girl child alone? They should also send away the responsible young man, if he is there.

Mr. Speaker, Sir, I want to agree with the sentiments of my colleague, Sen. Khaniri, about this issue. The very salient points that he raises beg the questions that we have asked on many occasions in this House; what meets the threshold of what can be considered a petition that is brought before this honourable House? The merits or lack of it are not in question as concerning this petition. But the thing that concerns many of us is that we know that within our counties themselves; that is within wards and constituencies and also intra-countries – between neighbouring counties ...

Thank you, Madam Temporary Speaker, for giving me this chance to contribute to this Bill and share my thoughts as well. From the onset, I support this Bill. I find the thoughts that have been shared in this Bill quite encouraging to us as a country. It is also shocking as has been observed by many of my colleagues who have spoken before, that as a nation, we have survived without this kind of a Bill for this long. This is despite the fact that we consider ourselves an agricultural economy and we say that it is our mainstay yet ...

Thank you Mr. Speaker, Sir. You caught me a bit off-guard. I was looking at a Kshs1,000 note just to confirm that the word ‘harambee’ is in the coat of arms. This has pricked my interest because there is a theory out there in the streets as to the reason why Kenyan citizens of the Indian descent show up with a knapsack bag at the Jomo Kenyatta International Airport (JKIA), completely poor from the state of Gujarat, but within two, three, four or five years they troop back to India as billionaires. The reason is harambee ; that our money ...
