This Bill is replacing Chapter 106 of the Public Collections Act whose institutional architecture does not align with the devolved structures of the Kenyan Constitution and is not sufficiently robust to address corruption tendencies associated with public fundraising appeals. Further, the Public Collections Act excludes from its purview charitable and religious purposes, yet this forms a large component of harambees.
