  • 7 Aug 2024 in Senate: Mr. Speaker, Sir, I hope you will save me the time. The final issue is on the Toi Market fire. Last week, we moved the Land (Amendment) Bill before this House that is now pending before the Committee of the Whole. Part of what we expect to do from that particular piece of legislation is to ensure that all public utility lands are given titles in their name. These fires that you see in Gikomba, Mutindwa and Toi markets are all about people trying to take ownership of this land. Therefore, I hope that Senators can find time, either this ... view
  • 7 Aug 2024 in Senate: Thank you, Madam Temporary Speaker. I take this opportunity to welcome these students from Mogoma School, my neighbouring County of Bomet. Sen. Wakili Sigei was here earlier. He must be somewhere within the precincts of Parliament. • 7 Aug 2024 in Senate: I hope they have a full value for the time that they have taken to come and learn one or two things from operations here in the Senate. I wish them well in their endeavours. Work hard in school so that you can be trailblazers and leaders in all the spheres of society, from the political to all aspects that you can imagine you want to be in future. I wish these students well. Thank you. view
  • 7 Aug 2024 in Senate: Madam Temporary Speaker, I will be very brief because I just want to correct one misnomer that has been said by my good friend, Sen. (Dr.) Khalwale. It is good that I give him history. The reason I did not interject him is because he posed a very important question before actually saying the things he said about Kericho County. He asked what happened because by its design and architecture, the equalization fund is set aside to rectify wrongs of years gone by where certain sections of the country were marginalised. Either intentionally or unintentionally by successive regimes to a ... view
  • 7 Aug 2024 in Senate: We did a good job as a Senate to map out the specific wards. If you check the allocations to Kakamega County, it is specific wards where these funds have to go to and as the County Assembly of Kakamega does their annual budget they include these funds. I think to that level, as a Senate, we did a good job. We can actually improve on it and go as far as naming the specific location because we are already at ward level, which is quite impressive. We have travelled an important journey. Madam Temporary Speaker, the final point is ... view
  • 31 Jul 2024 in Senate: Mr. Speaker, Sir, I thank you for your very wise decision. The House stands guided, but maybe just a few points of concern on procedure and also guidance on your part. This is a very intricate matter in which the Senate is interested. We are undertaking this exercise on behalf of county governments and the people that you represent in this House. Mr. Speaker, Sir, would it be in order if I request that in future - (1) So, as to keenly follow your flow of thought in arriving at such a crucial decision such as this, immediately you arise ... view
  • 31 Jul 2024 in Senate: Pardon me, Mr. Speaker, Sir. Apologies to my colleague for interrupting him, but it is just a concern. There is guidance you should have, perhaps given how much time you gave to each individual Senator. The allocated time is only 30 minutes. To the best of my recollection, Sen. Maanzo has already used five minutes. This leaves 25 minutes to the rest of us. You could guide us so that each Senator who rises to comment can be limited to a specific time period. My kind indulgence. view
  • 31 Jul 2024 in Senate: Mr. Speaker, Sir, I would just like to make a brief comment on the statement by the Senator for Meru County on this very strange ruling, that emanated from the court this week. I wish the Standing Committee on Justice, Legal Affairs and Human Rights (JLAHR) could guide us. There has been a particular focus on Parliament and how it does its work. This is rightfully so, because we are representatives of the people. However, as a country, and that the JLAHR Committee needs to point us in that direction. We equally need a conversation on the performance of our ... view
  • 31 Jul 2024 in Senate: Thank you, Mr. Deputy Speaker, Sir. I beg to move that The Land (Amendment) Bill (National Assembly Bills No.40 of 2022) be now read a Second Time. view
