Essentially, this amendment was to make sure that we do not have foreigners dominating the Kenyan process. This is because you will realise that earlier on the Bill talked about seven nominees, three of which were foreigners and four were Kenyans. We thought that, that was going to be dominated by the foreigners. The idea was to increase the number to nine.
