Mavoko County Council is a Government agency, the KAA is Government agency, the Ministry of Lands is Government agency and the Cabinet is the Executive arm of the Government. It is a parliamentary select committee. So, a committee of the House can handle all the functions that a committee of the House is mandated to handle. view
