  • 26 Aug 2011 in National Assembly: (a) in Subclause (1) by deleting the words “the supporters of” appearing at the beginning of the clause and substituting therefor the words “the persons who nominate”; and view
  • 26 Aug 2011 in National Assembly: (b) in Subclause (2) by deleting the words “the supporters of” appearing at the beginning of the clause and substituting therefor the words “the persons who nominate”. This is essentially changing the term “supporters of” to “the persons who nominate.” view
  • 26 Aug 2011 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I think the amendment is superfluous because both issues are actually stated in the Constitution. If you allow me a bit of time, Article 216 is clear on the functions of the Commission on Revenue Allocation. That is as it will be and we cannot amend it. As to whether the Commissioners will be permanent or part-time, again, the Constitution deals with that aspect. It says, in Section 250(5):- “A member of a commission may serve on a part-time basis.” view
  • 26 Aug 2011 in National Assembly: So, the Constitution already provides for a member to serve either on part-time or full time basis. So, we are not doing anything new. The issue is that of non executive in part (b) of the amendment. That is also sorted out by the Constitution. view
  • 26 Aug 2011 in National Assembly: Mr. Temporary Deputy Chairman, Sir, this Commission is also specified under Article 248. The Commission on Revenue Allocation is indicated there. Therefore, I oppose the amendment. view
  • 26 Aug 2011 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 32 of the Bill be amended- (a) in Subclause (1) by deleting paragraph (a); and by deleting Subclause (2). view
  • 26 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, I take great exception to the term “callous”. This was a Committee that debated! It might not necessarily be my view. view
  • 26 Aug 2011 in National Assembly: Madam Temporary Deputy Charlady, I do not know how I will be able to give you that here, but we will be able to correct anything later on. This proposal deals with outlawing one person who has been rejected in one party from moving to the other side, irrespective of how the time is. If they are caught out by time, that is a different matter. But that outlawing is what we are deleting. view
  • 26 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, I beg to propose a further amendment to that. We should say: “Not just the Constitution but these Acts also.” So, after the word “Constitution” add “these Acts”. view
  • 26 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, he is proposing deletion of giving that ability to the Commission. He is removing that and saying what is stated only in the Constitution. I am adding plus what is also stated in this Act. view
