cannot be attentive in class. Alongside providing sanitary towels, we should make sure that there are adequate sanitary facilities for girls in schools. We need to make sure that physical facilities in schools in terms of classes are availed and they comply with the demands of basic education as a right. For us to do that, the Ministry of Education, Science and Technology needs to provide funds to schools. We need to amend the CDF Act, so that a certain percentage of the NG-CDF directly goes to cater for basic education. Most of the other functions have now been devolved. ...

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to contribute to the President’s State of the Nation Address. The Address by His Excellency the President was supposed to be an opportunity for him to clearly put forward the achievements of his Government for the last four years or so. Going through the Address, I personally see that it is hollow. It is more of a public relations exercise and nothing much of what has been achieved. For the record, I want to start with the issues that a number of Members, have spoken about in terms of ...

solution to address issues of security. That is not the right solution or the right approach to address issues of extremism. The President had an opportunity to bring forward the scorecard to convince Kenyans why we should re-elect the Jubilee Government. We were told about 10,000-kilometre roads. That is a mirage in parts of Kenya. In North Eastern, since Independence up to now, we are being told about tarmac roads that are coming and we are still waiting. The same applies to food security. The one million acres, Galana Kulalu project is a hoax. Kenyans have been cheated. We need ...

Thank you, Hon. Temporary Deputy Chairlady, for giving me this opportunity. I do not know whether that is in order, but I think we will not at this juncture ask that particular clause to be deleted, if it is at the mediation stage. I thought when it comes to prescription for the clinical officers, that is part of the training and it is well stipulated. It should go to the regulations. That is my take.

Thank you, Hon. Deputy Speaker. I rise to support this Bill. I think the Bill has come at the right time after we have had many problems with refugees from other countries especially Somalia, Ethiopia and Sudan here in Kenya. This Bill clearly elaborates who a refugee is, the process of applying to be a refugee, their rights, the appeals and in case a person’s refugee status is revoked or cancelled, the process that should be followed. It also gives entitlements of refugees in Kenya. This has been a bone of contention for a long time. We have had issues ...

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. From the outset, I support the Motion. We know that the youth of today are leaders of tomorrow. The youth comprise a large population of this country and the work force. It is important that we support and nurture them especially when they come up with innovations. Unfortunately, as Hon. Mwaura has clearly stated, they are not able to realise their dreams. As legislators, it is incumbent upon us to make sure that there are conducive legislations to enable them to realise their dreams and to take this nation ...
