Therefore, there are lots of things that we shall have to address once the Bill is introduced here. We must provide for mobile ICT units to enable security officers to swipe a card and be able to tell who its bearer is. Such technology comes with a very heavy financial burden on us but this is something which needs to be supported. I urge other hon. Members to support it. Thank you.

Communication and Information regarding the constant power outages experienced countrywide. Taking the example of Mombasa City, the residents recently experienced a power blackout that lasted four days adversely affecting both large and small scale businesses resulting into a loss of Kshs400 million. As we speak right now, there are still those power outages within various parts of Mombasa. I have an issue on the same. Other than the fact that some of the districts have been omitted, I overheard Maj.-General Nkaissery here saying that the districts that will be considered are the old ones. My colleague here was saying that when the new constituencies were put in place in the last Parliament, every constituency was to be considered as a district. Can they clarify that?

Jubilee side, Kenya is a stable country and it has mechanisms. These are issues that we realized long before they did. Kenya is a State that is stable and should be held accountable on its own.
