Adan Hajj Ali

Hon. Adan Haji Ali served the County Government of Kwale as member for Tourism investment promotion and ICT from 2013-2017.

He has also worked in a number of countries including, Austria, Italy, Turkey and Tunisia in different managerial capacities.

He's currently the Chairperson, Departmental Committee on Trade, Industry and Cooperatives.

The Warehouse Receipt System Bill, 2017 was sponsored by the Leader of the Majority Party in the Senate. The Bill, having been considered and passed in accordance with Senate’s Standing Orders, was forwarded to the National Assembly for consideration. Clause 20 of the Bill provides for the grading and weighing of products stored in a warehouse. Further, it stipulates that grading of agricultural commodities shall be undertaken by agricultural commodity graders certified by the Agriculture, Food and Fisheries Authority (AFFA). At the outset, I would like to also add my voice in support of this important Motion, particularly where it urges the Government, through the Ministry of Education, Science and Technology to establish a special needs unit in every primary and secondary school. This Motion is very timely. As my colleague has already said, in the whole County of Mandera, we have only one unit. In Mandera South we have none. Temporary Deputy Speaker, special education makes it possible for a child to achieve academic success in the least restrictive environment despite the child’s disabilities. We, therefore, need to improve the state of facilities before we think of establishing units in each primary and secondary school. The schools will provide specific programmes or classes for the children. They will also access specialists who will help children with special needs to achieve their goals and reach their full potential in life. Modification in the education programme is also very necessary, for instance, modification of curricula and teaching methods. view
