He had sent out an advertisement directing members of the public to a website, which, perhaps, contained the document from the Ministry as well as all the annexures. Therefore, what would the public be sending their MOUs on if they do not have this information? view

All I wanted to say is that Members did not interact with these annexures and so, we are not in a position to make assumptions and even debate as they are doing right now.
