The World Health Organisation (WHO) defines universal health coverage as access to promotive, preventive, curative, rehabilitative and palliative health services. However, certain things in this Bill need to be re-looked. First, we used to have the National Health Insurance Fund (NHIF) as a department of the Ministry of Health. That gave birth to the NHIF Act. More importantly, we come from very remote villages like where I came from. The issue of monitoring patients remotely is critical. I remember in the second constituency I represent we got our first medical doctors four years ago. You can imagine the challenges those people have been going through.
