10 Jun 2008 in National Assembly:
Thank you, Mr. Speaker, Sir. I want to inform the hon. Member that, at this juncture, we are ready to support hon. Members by availing technical officers in our Ministry in terms of building cattle dips, their management and sustainability. We are ready to give you the technical managers to run those projects. At the same time, I can assure you that the National Livestock Policy is already in the pipeline. It is awaiting the House Business Committee to slate it 1094 PARLIAMENTARY DEBATES June 10, 2008 for debate.

14 May 2008 in National Assembly:
Mr. Deputy Speaker, Sir, I stand to support the Motion of Adjournment, because of the following reasons. First, the Parliamentary Committees that were formed a few days ago should be given time. We want them to go and sit down, read reports, focus on them and get the way forward. We are saying that, as a Parliament, if we have formed the Committees, that is not the end of the story. They need to go and sit in those Committees and come up with the way forward in the next 15 days. The second fundamental issue is that, as Members ...

8 May 2008 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I stand to support the Bill but make few amendments. I also want to say that we are happy that the Minister has referred the Bill to the Departmental Committee. I am sure that every hon. Member in this House will get a refurbished and re-done Bill that will be good to this country. I tend to agree with many of my colleagues here that the Bill that any hon. Member will bring to this House, be it the Government or the other side, must be home-grown. It must be one that will take care ...

8 May 2008 in National Assembly:
, mosques and the support of Islamic orphanages was frozen under the guise that this was money laundering or terrorism money. This House must protect the basic human rights of Kenyan businessmen. It must come with rules and regulations that protect our people. Mr. Temporary Deputy Speaker, Sir, the third item that we need to discuss and amend in this Bill is on the various bodies this Bill is talking about. If you look at the Memorandum of Objects and Reasons, it is talking about three different bodies that will work concurrently; that is, the establishment of an assets recovery ...

25 Mar 2008 in National Assembly:
Mr. Speaker, Sir, I concur with my colleagues that the credibility of the KNEC and the students who sat for the exam is at stake. We are talking of a situation where universities everywhere in the world are going to cast aspersions on this year's results. I want to ask the Minister not to read to us what the rules should be. The rules were there. The method of working out the mean grade was also available. But there was an error. In the last three years---

25 Mar 2008 in National Assembly:
Mr. Speaker, Sir, in the last three years, there has been examination leakage in this country. Despite this, the CEO of the KNEC is still in office. As the Minister sets up a committee to look into this mater, what is he doing about the management of the KNEC? Mr. Speaker, Sir, secondly, the Minister has set up a committee that is missing a credible section of the education sector in this country. This is the private sector education system. None of the private sector education practitioners is a member of the committee. We do not want a situation where ...

13 Mar 2008 in National Assembly:
Thank you, Mr. Speaker, Sir. My names are Adan Duale, the Member of Parliament for Dujis Constituency. First, I want to thank the people of Dujis Constituency for electing me to the Tenth Parliament. At the same time, I want to thank my opponent who accepted the democratic will of the people of Dujis Constituency. Mr. Speaker, Sir, I support the Motion on the Presidential Speech. This is because this country is in a very critical moment. This country and this Parliament has the responsibility to promote peace and reconciliation. It is up to this Parliament to provide an environment ...

13 Mar 2008 in National Assembly:
I challenge this Parliament and this Government to have an affirmative action. We should have a deliberate policy towards the northern Kenya. We must have a definite policy towards pastoralist communities and the livestock sector. Basic and fundamental questions are being asked in this country: Why do we subsidise the coffee and sugar sectors without subsiding the livestock sector? Why do we go abroad to market the tourism industry? Why do we go out to look for market for coffee and tea crops and yet, we do not look for market for livestock products and by-products? These are fundamental questions. ...
