11 Feb 2009 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, we must moderate this requirement. On the one hand, we, as leaders coming from those areas, have to be sensitive to the fact that we also need to raise standards in our areas. We need to work hard to improve the quality of human resource in those areas. We need to work on the overall development and use the same kind of mechanisms that we are using to address the issue of recruitment and overall development, which is actually the foundation of the problem we are now facing - lack of development.

11 Feb 2009 in National Assembly:
The Government is formulating a policy to address the problems we are facing. There is a general policy that exists - the one that the Mover brought to this House today - which is common for the country. However, we feel that there is need to do some affirmative action to address the problems facing northern Kenya and other marginalised parts of this country. We are, therefore, working on a policy to address these problems---

5 Feb 2009 in National Assembly:
In the last few days, we have realised that one of our major problems facing this country is graft. Corruption in this country can only be fought from this House. 22 Oct 2008 in National Assembly:
Thank you very much, Mr. Speaker, Sir. I stand here to support this Motion. Mr. Speaker, Sir, I would like to congratulate the Minister for bringing this Motion to the House. Although there are quite a number of issues which have been raised, and which may not necessarily have to do with the Ministry with regards to the CDF, the fact of bringing the administration of the CDF under this Ministry was a blessing. I believe that, that kitty, which is very important to the people of Kenya, will get the necessary attention that it deserves, compared to when it ...

22 Oct 2008 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, there is one very important office at the district level, that is affiliated to this particular Ministry. That is the District Development Officers (DDOs) offices. The DDOs play a major role in the co-ordination of development activities and plans in the district. They are the Authority to Incur Expenditure (AIE) holders for most Government Votes, 2942 PARLIAMENTARY DEBATES October 22, 2008 including the CDF. But their capacity in many districts is wanting. I would like to add my voice to a Member who talked here before me, with regard to ensuring capacity building to the ...

15 Oct 2008 in National Assembly:
Thank you very much, Madam Temporary Deputy Speaker. I would like to congratulate the Deputy Prime Minister and Minister for Local Government for presenting this Vote. We would like very much to support Vote 12 in the House today. Madam Temporary Deputy Speaker, many Members rightly emphasized the importance of local government in this country and any modern country in the world today. The Ministry of Local Government is like the roots that hold a country. They are the ones in touch with the taxpayer on the ground. Therefore, the running of these institutions is very important even for the ...
