  • 1 Jul 2008 in National Assembly: Yes, Madam Temporary Deputy Speaker. I do know that when the hon. Minister for Justice, National Cohesion and Constitutional Affairs was on the Floor on a point of order, she raised a further question that is unsubstantiated that they won the election and yet commissions have been set up and a Coalition Government was set up because the results were disputed. Is she in order to mislead the House while raising a point of order? view
  • 26 Jun 2008 in National Assembly: Thank you, Mr. Temporary Deputy Chairman, Sir, for giving me this opportunity. I wish to support the Motion. I wish to commend the Minister for Finance for introducing very good measures on revenue collection. Mr. Temporary Acting Chairman, Sir, I want to commend the Minister especially for the very good budgetary statement that takes into account the need for internal revenue collection that has actually seen Kenya to take the lead within the region. We are actually going to reduce external revenue collection by ten per cent this year as compared to Uganda and Tanzania that are expecting to reduce ... view

  • 19 Jun 2008 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the hon. Member in order to allude to the fact that women are problematic and suggest that women who are unmarried are the ones who are benefiting from affirmative action? I stand here as a testimony to affirmative action. Not only am I married, but I am hard working, articulate and active! Is the hon. Member in order to mislead the House? view
  • 14 May 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity. I stand to oppose this Motion. view
  • 14 May 2008 in National Assembly: I want to agree with Mr. Okemo that this is a time when tradition does not apply. If you look at the tradition and practice in this Parliament, it is a Commonwealth tradition. Even if I am speaking from a legal perspective and referring to the case of Nyali Limited versus the Attorney-General, the famous Lord Denning said that when we use the English Tradition, it must be adapted to the local circumstances like the English hawk. So, if the local circumstances do not allow; like in our circumstances we started late because of the violence that was in this ... view
  • 14 May 2008 in National Assembly: Mr. Deputy Speaker, Sir, I would also like to oppose this Motion because our main institution in this country has been suffering a crisis of confidence from the public. Parliament, especially, is deemed unfavourably by members of the public. The public perceives us as earning a lot of money and doing no work. I know that one of the hon. Members has said that we have done good work. This Tenth Parliament should not do good work. It should do exceptionally well and redeem the face of Parliament before the public. view
  • 14 May 2008 in National Assembly: Finally, for the concerns that have been raised that we have other work to do in the constituencies, that is why we only meet half-day on Tuesday, full day on Wednesday and half-day on Thursday. We have the rest of the week to meet the constituents and to supervise the Constituencies Development Fund (CDF). That is why we have CDF managers. May 14, 2008 PARLIAMENTARY DEBATES 1049 With those few remarks, I beg to oppose. view
  • 13 May 2008 in National Assembly: asked the Minister for Higher Education, Science and Technology:- (a) whether he is aware of the presence of unregistered middle-level training colleges in major urban centres in the country; and, (b) if the answer to (a) above is in the affirmative, whether he could consider shutting down all unregistered colleges countrywide and regulating the sector to stem proliferation of such institutes. view
  • 13 May 2008 in National Assembly: Mr. Deputy Speaker, Sir, I thank the Assistant Minister for the answer he has given. However, I would like to raise certain issues with him. He has denied the fact that there are certain institutions which are offering professional studies and yet they are not registered. I have one or two of such institutions in mind. These are: The East African School of media Studies which offers courses in media and awarding certificates up to the diploma level. Mr. Deputy Speaker, Sir, these certificates are, however, not recognised by employers, both public and private. The other institution is Magneta Institute ... view
