  • 20 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I really want to take this opportunity first to thank the Mediation Committee for this wonderful Report. It is going to give a solution to farmers who have really suffered for a long time. I sit in the Departmental Committee on Agriculture, Livestock and Cooperatives. We have been having a lot of challenges directly to do with fertilizer distribution. I come from a region where we utilize fertilizer a lot every year. I know the challenges that farmers have been facing. I hope this Board is going to give a permanent solution so that ... view

  • 5 Aug 2015 in National Assembly: I think it has been overtaken by events. However, I thought we should have done it for like three minutes. Five minutes are a lot. This is because we are discussing a subject that is--- view
  • 5 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the amendments. I take this opportunity to thank Hon. Ochieng for doing this country a great service by bringing this Bill. view
  • 5 Aug 2015 in National Assembly: We are used to holding elections in December. If we were to hold elections in August, many activities, such as examinations, will be affected. August is the wrong time in our calendar of elections. Generally, when you affect the time of examinations, it will, in most cases, interfere with the results in a way. view
  • 5 Aug 2015 in National Assembly: Hon. Temporary Deputy Speaker, I know this has been raised. There are some constitutional issues that have been raised by Members, particularly by the Leader of the Majority Party, which require interpretation. When you look at Article 142 which has provisions on the term of office of the president, one of the items that must be subjected to a referendum is an amendment that affects the term of the President. In my interpretation, when you amend only Article 136(2) which talks about presidential election being done at the same time as that of Members of Parliament, which is the second ... view
  • 5 Aug 2015 in National Assembly: Let us leave the interpretation to go to the relevant authorities, but I do not think it will affect anything. We really want to support Hon. Ochieng because members of the public in our constituencies have been urging us to amend the Constitution so that they have elections when they really feel it is the right time. The right time for elections in Kenya is December because it has been the tradition. It is so easy to do an election and even move round campaigning. It is easier towards December than August, when it is a rainy season and visibility ... view

  • 25 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. First, I would like to thank the hon. Member who has moved this Motion. However, I want to move a Motion that we reduce the time from five minutes to about three minutes to allow many hon. Members to make contributions. view
  • 11 Nov 2014 in National Assembly: On a point of order, hon. Deputy Speaker. I want to seek clarification on this because hon. Kaluma is misleading this House. If he wants to use the approach of minerals sitting in some counties, then we will devolve everything because everything must be in a certain county, including constituencies. Even the Constituencies Development Fund (CDF) should be a county issue; even this Parliament sits in a specific county, which is Nairobi. Then are you reducing everything that sits in a specific county to be a county issue? Thank you. view
