Mr. Deputy Speaker, Sir, will the Assistant Minister, with immediate effect, send the Kenya Anti-Corruption Commission (KACC) to investigate why there are more than five boxes full of identity cards in that hospital, and whether it is lawful to detain them? Under which Act does it detain identity cards?

On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to refuse to go and investigate a valid case? There is complexity here in the sense that one marries a lady, promotes her and she starts doing her own things as she continue earning from the hospital. Is he in order not to go and investigate the second wife of Prof. Migei?

Is the Minister in order to talk about those upcoming pensioners, those who are about to retire? Is he in order to mislead this House because pensioners who are already getting their pension suddenly get their pensions stopped and they are never given any reason? Even when we, as hon. Members, intervene by writing to the Treasury, the Minister does not have the courtesy to reply to our letters! Is he in order?

Mr. Temporary Deputy Speaker, Sir, billions of shillings were returned to the Treasury by Ministries which did not utilise it. Could the Government employ secondary school teachers and bring Supplementary Estimates because I am sure this House will be more than willing to pass those Estimates?

Thank you, Mr. Deputy Speaker, Sir. The Assistant Minister has just denied that the list of the people who were interviewed is "doctored". I have evidence that the DEBs conducted interviews in Kapsabet and they never changed what the Ministry of Education had done. The DEB sat under the chairmanship of the District Commissioner, with the District Officer as the secretary. We formalised the list and the successful teachers were informed.
