  • 9 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, I am not against the Financial Statement, but I am against the fact that Parliament, which should be guarding the Constitution, is now here to ensure that the Constitution is not complied with. Article 221(4) of the Constitution is very clear. The Standing Order No.152 is also very clear on this issue. During the Speaker’s Communication on Tuesday, he said very clearly that:- “Before the National Assembly can consider the Estimates of Revenue and Expenditure, this has to be discussed and reviewed by the relevant Committees”.   • 9 Jun 2011 in National Assembly: If we go this route, it means that we shall be taking the public for a ride. The public has to contribute in accordance with Article 221(4) of the Constitution which requires public participation. This will pre-empt what is going to be said. So, I support the view that we postpone this and we discuss it fully in another Motion after the Report of the Budget Committee. view

Many fish ponds have been constructed and fish is ready for harvesting. But, unfortunately, we do not have storage facilities and fish processing plants installed anywhere. When will the Minister provide storage and fish processing facilities in this area? view

  • 3 May 2011 in National Assembly: Madam Temporary Deputy Speaker, already, this House has made history by promulgating a new Constitution which requires that we have to implement it and this august House is the one charged with that responsibility. One area of the implementation is in the Budget process. The Budget process is a very important factor in Parliament. In fact, we take a lot more time discussing budgetary issues and this is one area that I will be grateful to hon. Members to appreciate and that we proceed and make further history in the budget making process of this House. view
  • 3 May 2011 in National Assembly: Many hon. Members have come up with the question of the Military, but it is part of the changes. We should not fear changes. Change is as good as a feast. In future, in fact, we are coming up with programme budgeting, which will also create more changes in the budget making process. So, I support the views expressed by the Members. I do hope that we now can make history by passing this very important Motion in this august House. view
