  • 9 Jun 2022 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. Unfortunately for Hon. Kanini Kega, he is not sitting in the Speaker’s Chair. I rise to support Hon. Duale. This is a legal issue. We are coming up with a Service. Are those opposing the amendment saying that the proposal to change from Authority to Service was just semantics? We want to be clear on the period that the current Commissioner-General will serve. We have come up with a new entity by law, and we must be very clear on whether he will exit with his board, or whether they will continue serving during ... view

  • 9 Jun 2022 in National Assembly: Well guided. He is my friend. The Leader of the Majority Party, Hon. Amos Kimunya, should agree that we need to secure even the unexpired period of the current Commissioner-General and the board. If we do not do so, unless there is clarity in law, it will be assumed that we will have to recruit afresh. It is not necessarily right for people to exit mid-way. If there is only a year or two left, for purposes of institutional memory, to secure a better transition and good governance, we should secure the transition period. However, it cannot be assumed that ... view
  • 5 Jan 2022 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. We discussed my amendment to Clause 15 with the Leader of the Majority Party. What I was proposing in Clause 15 has been adopted by him and so, I support. view

I appreciate that my amendment is similar to that of Hon. Ichung’wah. Going forward, it is important that Members with similar amendments and are likely to lose them contribute to the one moved. view
  • 5 Jan 2022 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I support the Leader of the Majority Party on this particular proposed amendment to delete Clause 25. The essence of my amendment is that I looked at the mandate of the Registrar being proposed by that particular Clause and I found that, like the Leader of the Majority Party has said, it was encroaching on the mandate of the IEBC yet management of elections is purely a mandate of the IEBC, which is an independent body. Therefore, we cannot purport to share out that mandate with another office through legislation. The IEBC is not ... view

  • 5 Jan 2022 in National Assembly: I think it is not fair because Hon. Junet has just generalised and called us Tangatanga . He is also supposed to withdraw that remark. That is my intervention. view
