I feel that if we decentralise registration of national IDs, we will decongest the National Registration Bureau. Hon. Temporary Deputy Speaker, this will restore confidence to people especially women who after being married take long to change their names. It is time that we looked for a legal framework to ensure legal representation of the poor. You seated there, you know what women are going through in our constituencies. They are too vulnerable. We have many rape cases, domestic violence and other issues that women face. Most people fear making a complaint because when you seek representation and you happen to be vulnerable or poor, you may not get these services. The National Legal Aid Service should be affordable, accessible, sustainable, credible and accountable. However, without this framework, it will not be felt. This Bill has come at the right time. As Members of Parliament, we should ensure that the gaps that have been mentioned are worked on. Once the National Legal Aid Service begins to function, everything should be in place and working properly to enable our people to get what they deserve. Temporary Deputy Speaker for allowing me to add my voice on the recommendations of the four Principal Secretaries(PSs) who are going to serve in the State Departments of Housing, Urban Development, Public Works, Transport and Maritime Commerce. I believe that their vast experience as far as we have been told by the Committee is going to improve the working conditions mostly in housing where we need to see improvement throughout the country. view

Sanity should be restored in our transport sector. I am sincerely happy with the gender balance shown in these appointments. view

  • 11 Nov 2015 in National Assembly: implements a national curriculum for emergency training of all medical personnel on emergency medical care. As we have seen, there are so many avenues that are lacking these emergency tools, such as the Intensive Care Units (ICUs) which are there but are not well equipped with facilities and lack of personnel who are supposed to handle the cases that are brought. We have talked about our fellow parliamentarians and the blood banks that are empty when emergencies are taken to the hospitals.   • 11 Nov 2015 in National Assembly: We should ensure that personnel in these hospitals undergo refresher courses. This will make them modern and know how to handle any kind of emergency. They will become digital. The training that the personnel had when they joined service should be updated. Another thing that I also want to talk about is the deployment of personnel to our hospitals in our 47 county governments. We should ensure that these facilities and the personnel are there. Right now, Computerized Tomography (CT) Scans are being bought, but you may find that there is no personnel to handle these machines at the county ... view
