  • 24 Feb 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the Bill because it empowers the Office of the Controller of Budget, so that it can discharge its duties. This is a very good Bill. There is no way the Controller of Budget is supposed to safeguard the budget-making process and yet is not empowered enough financially to execute its duties. So, it is good for this Parliament to make sure that we give the Controller of Budget enough money. There is no way we can give the office the duty to check whether we spend the money that we ... view
  • 24 Feb 2016 in National Assembly: make sure that money allocated to the county and national governments is spent the way it is supposed to be spent. We should not fear to empower the Office of the Controller of Budget. It is going to be like any other institution where transparency is expected and where funds are supposed to be appropriated the right way. We should make sure there is no misuse of funds by the office. When we Budget for the entire year, it is not a one-day event, but a process. Let us empower this office so that they can function in the entire ... view
  • 24 Feb 2016 in National Assembly: This is a very good Bill. However, a little bit of amendments here and there are needed. I support it because we are going to have a firm institution to oversee the budget-making process and the entire funds allocation. view

  • 13 Oct 2015 in National Assembly: This dispute resolution mechanism is the best. We are not inventing the wheel. It is only that previously a decision made by elders who sat down and resolved matters was not legally binding. The courts are for those people who have a dispute of less than Kshs100,000 and they have been shying away feeling that if they went to the court, they were going to use more money than the one they were trying to get. So, with these courts, many people are going to make their requests so that their matters can be discussed and concluded. I will not ... view
  • 8 Oct 2015 in National Assembly: Thank you very much, Hon. Speaker. I rise to support this good Bill. Having come from a place where people think going to court is going to be jailed; a place where when they hear of court, they think somebody is trying to trick them and that they will not find that justice when they get there, this Bill will help. Some even fear when they are told to go to court to look for justice. That is why the saying goes “justice delayed is justice denied”. As it is now, this Bill is going to make justice accessible in ... view
  • 8 Oct 2015 in National Assembly: Hon. Speaker, it is also good for monitoring and evaluation so that the courts can also know whether they are achieving their purpose. A court can be there, doing its duties and it does not know whether it is achieving its mandate. It is good they are monitored and evaluated once in a while to see whether they have achieved their target. This Bill lays out the functions of the Registrar. The Registrar has an assistant or the Deputy Registrar who will be helping him or her to administer the job that they are appointed for. Whereas the Registrar has ... view
  • 8 Oct 2015 in National Assembly: Hon. Deputy Speaker, I am sorry. That is so that we can know what every person is mandated to do. It is wrong when one arm of Government over- executes its duties and starts talking about another arm of Government. It is also good for the Judiciary to know where their mandate stops because they have, at times, gone over-board. You have heard them trying to stop us from debating what we are supposed to do here at the legislation level. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can ... view
  • 8 Oct 2015 in National Assembly: It is also very good to know that once this Bill is passed, you will not have to travel far and wide to look for the courts. They will be readily available even at the county level where everybody can air their grievances and are heard that easily. This Bill also helps us when it comes to management. The court will be managed and we are going to have effectiveness, efficiency and accountability. So, we will not hear that the aggrieved is the one who has been penalized at the end of the day. We have known some cases that ... view
