First of all, allow me to congratulate the Leader of Majority Party for bringing an unsolicited statement on the security situation in the country. Member moves a Motion for Adjournment; this is really not clarification being sought on the statement issued by the Leader of the Majority Party. We cannot go on forever with statements issued by the Leader of the Majority Party. Could we, therefore, have an hon. Member move a Motion for Adjournment during the next sitting of this House, so that we restrict ourselves to the statements sought so far?   • 16 May 2013 in National Assembly: Hon. Speaker, Sir, I usually do not like interrupting my good food, hon. A.B. Duale but there is even a more fundamental issue. The hon. A.B. Duale asked hon. Mirenga, who is a Member of this House, to help dismantle an illegal group. That is casting aspersions on the hon. Member by implying that he has the knowledge on how that illegal group was constituted. I would urge the Leader of Majority Party to also withdraw that part. view
  • 16 May 2013 in National Assembly: On a point of order, hon. Speaker. I would just want to request the Chair to make a further ruling on its ruling with regard to the immunity enjoyed by hon. Members of this House. If tomorrow any hon. Member is going to be summoned to a Committee of this House to explain a matter canvassed in this House, it is likely to interfere with our privileges and immunity that we enjoy.   • 15 May 2013 in National Assembly: Hon. Speaker, Sir, I would also want to thank the Leader of the Majority Party for bringing this Statement to the House. I do not envy him because in the absence of chairs of committees, he will continue to address many of these issues. I have two clarifications from him. First, he has talked about policy documents and action plan that would help us have some permanent or a more long lasting solution to this problem that affects the whole country.   • 15 May 2013 in National Assembly: On a point of order, hon. Speaker, Sir. I think I need to read to hon. A.B. Duale, Article 241(3)(b) of the Constitution. It says: “shall assist and cooperate with other authorities in situations of emergency or disaster, and report to the National Assembly whenever deployed in such circumstances.” Leader of the Majority Party re-baptized “Leader of Government Business”, the one you are referring to is “will be deployed to restore peace.” This is Article 241(3)(c) but the one I referred to first was Article 241(3)(b). So, they are both there. Just address yourself to the two of them. view
  • 14 May 2013 in National Assembly: On a point of order, hon. Speaker, Sir. You know that a report of this nature is very weighty. When you propose to reject a nominee, the rule of natural justice would require that the membership of this House benefits from some of your reasons. Would I be in order to ask Members of this Committee why this lady was singled out, so that we make an informed decision, given that we did not have time to read the report? It would be fair if we got this explanation from none other than the Leader of Majority Party. view
  • 14 May 2013 in National Assembly: Hon. Speaker, I think this issue is very serious, especially if you are a Member of a Committee. We need to know clearly your position. This is a matter of tradition and it should be a matter of record. Could we confirm the position of hon. Jamleck Kamau? If he dissented, is there a dissentive voice in that report? I think it is important to be fair and just to everybody rather than being treated to this sarcasm. We are setting a precedent that we want to live with, so we want to know the position of hon.   • 14 May 2013 in National Assembly: On a point of order, hon. Deputy Speaker. Is it in order for the hon. Member to mislead the House and the country about the composition of the last Cabinet, which was dissolved only a few months ago? The hon. Member has spoken of the ODM side having had over 50 per cent of the Cabinet appointments from Nyanza Province. I would like him to substantiate his allegation because as far as I can remember, only four out of the 20 ODM Cabinet Ministers were from Nyanza.
