When you have information you will stay with it and fail to disclose. So, I would say that we maintain it. view
  • 17 Mar 2015 in National Assembly: Thank you. I was not rising to support his point. I have a problem with doing away with the word “neighbour”. Most of the time children are helped by neighbours, who are not necessarily guardians. A neighbour is a person who does not take care of that child but who, when they find out that there is a problem takes care of the child before any other person comes in. So, there is no way we can replace “neighbour” with “guardian”. We should also include “neighbour”. A neighbour cannot be a guardian. We know that. The electronic version of the ... view
  • 17 Mar 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker for giving me this opportunity. Security matters belong to all of us. This is not the time for blame games about who should do what or who should not do what. It is high time we rose up as Kenyans and united to protect our borders, especially those in Mandera. As things are going on right now, the way forward for this nation, as we did in the Budget Policy Statement (BPS), is to put more money into security, so that we can deploy security reinforcement in Mandera, or the other borders and protect ... view
  • 17 Mar 2015 in National Assembly: security every Sunday or Saturday, so that it can get into our people that security is a matter for all of us. We should get united and if you suspect something you should not keep quiet. Go secretly and report to the authorities. If you fear that they are also involved, you can go ahead and write a note and do not write your name. You can send a young one, or any other person, to drop that name of a person at a Chief’s office, so that we can look for a way forward. Let everybody know that the ... view

Having looked at the time and the fact that the Mover has to reply, is it in order for me to request that the Mover be called upon to reply before time is out? We only have ten minutes to go. The Mover is here and ready to reply. He needs to be given time. Is it The electronic version of the Official Hansard Report is for information purposesonly. • 12 Mar 2015 in National Assembly: That is correct, hon. Temporary Deputy Speaker. Thank you for protecting me. He is raising very important points and all of us wanted to contribute, but because there is no time and the Mover needs to reply, is it in order for me to request that the Mover be called upon to reply now? view
  • 11 Mar 2015 in National Assembly: Hon. Temporary Deputy Chairman, I also support the deletion so that we can avoid conflict between the national Government and the county governments. If we are going to have that Committee, then things are going to be easier. view
  • 25 Nov 2014 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker. I will start by saying this: If you want to know that we are losing it, it is when you hear that the police of this nation have been killed by civilians. Then that is the beginning of problems in this country. I am wondering what is happening to mwananchi at the grassroots if at all police are being killed. I think all of us, as my colleagues who have spoken before have said, have responsibilities. As this House, we have the responsibility to amend what needs to be amended to make ... view
