• 2 Aug 2016 in National Assembly: Further, Clause 10 provides for mediation, if one House fails to ratify a resolution. However, the New Clause 9A (4) provides that where either resolves not to ratify an agreement, the agreement shall be deemed to have been rejected by Parliament. It is one that refuses we go through mediation. Therefore, that is in conflict with our Standing Orders. So, we reject it. Dr. Ottichilo that we could not move during our Third Reading. It essentially allows more freedom to universities and research institutions to do research on genetic material. We support. view
