Some regional authorities have insisted on calling up Members to find out the viability and where to place those dams. However, we continuously asked the Ministry, especially through the budgeting process, how they can prevent duplication. The Members of Parliament are putting money through their CDFs. The water services boards are investing in dams and now there is this Kshs.7.5 billion. We have been promised that they are going to ensure that duplication does not take place.
