We have deliberated for long about this proviso which is the basis why at this point----- (Technical hitch) The reason why Kenyans are not being compensated for crop damage by KWS is because of abuse. There was a large scale farmer in Narok who took a helicopter and allowed animals into his wheat farms when the crops failed. We are placing a very serious burden on the Exchequer.
