Mr. Deputy Speaker, Sir, I would like to support the going into the Committee Stage, and urge my colleagues who are raising concern that, yes, we hear you that there are issues in the Elections Act in addition to what is being amended today, and that need to be included. Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 6 be deleted. The import of this is that the clause gives some exemption on consultations and we have agreed that we do not exempt any statutory instruments from consultations. Therefore, I propose that the clause be deleted.

Mr. Deputy Speaker, Sir, my question is a follow up to the fact that the Assistant Minister is admitting that the agencies involved in taking Kenyans to the Middle East are quacks, in his opinion. My question to him is, as the Ministry of Foreign Affairs they are responsible for looking after these persons when they are in these foreign countries; what efforts have you made to ensure that we have solid labour agreements with all those countries to whom we export labour, especially in the Middle East, where there are serious accusations of human trafficking?

On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister has spent a lot of time blaming the fact that efforts to set up labour relations with the Ministry of Labour and other stakeholders in the Government have not borne fruit. Would I be in order, given that the “ nusu mkate government” has not been able to facilitate labour agreements, to suggest that we either take this Question to the Prime Minister or refer it to the Committee of this house on labour relations to deal with it?
