At the outset, you can see that the Minister of State for Provincial Administration and Internal Security and his deputies are not here. We hope that since the Leader of Government Business is here, he will be taking the information that we intend to pass on.

Mr. Duale is saying that he is a Minister but I think chiefs in his constituency are receiving the same treatment. That is because the treatment that this Government gives to chiefs in our areas is equal in all constituencies, whether you are a Minister or not!

Before the new Constitution, there was a similar case where chiefs from Galgadud Division of Mandera, Elwak, were punished in the same manner. My question to this Government is whether chiefs in North Eastern Province have to be subjected to a different set of disciplinary action by the Ministry as opposed to the rest of the country. We have never seen a case of a chief being manhandled by the security forces in the rest of Kenya. But such incidents are repeated in the northern part of Kenya. Mr. Speaker, Sir, this is not a laughing matter. The clan from which those two chiefs come from and the acts that have been perpetrated against them are extremely serious. That is because their population is endangered. So, for the Government to take action similar to what the security forces have done is to destroy the already endangered population in that area. Mr. Deputy Speaker, Sir, whereas I congratulate the Prime Minister for the efforts that they are making in restoring the Mau Forest Complex, my question is on the Kshs3.6 billion that he has said would be set aside to buy land to resettle the evictees of Mau alongside the Internally Displaced Persons (IDPs). I rise under Standing Order No.82 which says that a Member shall be responsible for the accuracy of any facts which the Member alleges to be true, and may be required to substantiate any such facts instantly. Mr. Deputy Speaker, Sir, the Assistant Minister claims that this lady had sex on 9th and on 25th, she tested positive. The test of pregnancy is based on blood. Mr. Deputy Speaker, Sir, the Minister has told the House that one of the reasons why he has not appointed these individuals, who were elected by their professional organizations, was that they were implicated in an EMU report. What measures has he taken to communicate back to those professional organizations now that he has appointed some of the members elected by those organizations?

Mr. Deputy Speaker, Sir, I would suggest that, that should not be the case because he has not appointed anybody outside the list presented. So, the issue cannot be about delegated legislation.
