Water that flows out of your taps is a role of the county governments because it is a devolved function. However, you cannot wake up one morning and go to Machakos County - which is where you come from, I believe - and ask them to give you a licence to be a water provider to your neighbours. The licensing function has not been devolved. It remains a national Government function. Therefore, a county government cannot make a law on how to issue licences to water service ... view
