We need to note the performance of the Minister because those policies have been pending in the Ministry for the last decade. So, we need to applaud the Ministry for tabling them. view

For him to make that useful input--- We look forward to hearing from him. On the issue of hon. (Maj-Gen.) Nkaissery, I join my colleagues in congratulating him for being nominated. I would like to inform hon. (Ms.) Nyasuna that hon. (Maj-Gen.) Nkaissery was a member of the Kenya African National Union (KANU). We donated him to the Orange Democratic Party (ODM). I beg to present the findings of the Departmental Committee on Environment and Natural Resources on the Environmental Management and Co-ordination (Amendment) Bill, 2014. The Environmental Management and Co-ordination (EMCA) Act, 1999, was able to provide a legal framework for the environment and was able to coordinate the implementation of 77 stand- alone legislation on environment. It also had very few meetings because the meetings depended on the availability of the Minister. The next institution that has been proposed for abolition is the Public Complaints Committee (PCC). This is where members of the public can report maladministration by NEMA or by other individuals who may have infringed their right to a clean environment. Every Tom, Dick and Harry goes for a two-weeks training and is suddenly an expert in Environmental Impact Assessment (EIA).
