  • 14 May 2013 in Senate: On a point of order, Mr. Speaker, Sir. Is it in order for the Senate to vote on a superfluous amendment because Section 7 of the Transition to Devolved Government Act already obligates the authority to make an inventory of the assets and liabilities of the local governments? Therefore, to the extent that this superfluous amendment actually defeats the purpose of the Motion, I think we should not vote on it. If you want us to debate on it, I am prepared to make more submissions on why it is superfluous. Is it in order for us to do that? view

  • 14 May 2013 in Senate: On a point of order, Mr. Speaker, Sir. I think you had made an earlier ruling on a Motion for Adjournment and said that the Debate would start any time from 5.00 pm. That Motion of Adjournment should start because it is now after 5.00 pm. Would I be in order to request that you postpone the matter at hand, so that we move on to the pending Motion? view

So, for it to happen in Busia County, is a wakeup call for the entire country to look very critically at issues of national ... view

  • 24 Apr 2013 in Senate: Thank you, Mr. Speaker, Sir, for giving me this opportunity. First, let me start by thanking the people of Busia County. Busia County is a multi-ethnic region. I thank them for overwhelmingly voting for me. It was really a landslide victory over my opponents. I assure them from the Floor of this House that I will serve them and the people of Kenya. • 24 Apr 2013 in Senate: Mr. Speaker, Sir, with those few remarks, I thank the President for his Speech and now we shall hold him to what he said. view
  • 17 Apr 2013 in Senate: Mr. Speaker, Sir, I seek your guidance on how we can amend this Motion; is it formally in writing or can I make an oral amendment? I can proceed to make some amendments. I do agree that the Mover should be given more time because 15 minutes is too short. Of course, I take into account that he has 10 minutes at the end of the day to respond. But he is the one responsible for explaining what he is moving and, therefore, he should be given more time to explain that. If half an hour is going to be ... view
