Thank you, Hon. Temporary Deputy Speaker. The question of pensions is interesting. A pensioner knows when he will retire all the time. His employer keeps reminding him of the retirement date to prepare him psychologically and financially for the time he will be without a job. I congratulate the employer on that. However, as the employer wants the retiree to prepare, what is he doing on his part? That is an important question. The employer should also prepare for the departure of his employee by making sure that all the documents the employee needs for the payment of his pension ...

been responsible for that unnecessary expenditure. I call it unnecessary because nothing will have been accidental about the delay. The delay would have occurred when everybody was aware and the concerned person smiling without bothering. I am told – I may not be sure – that some retirees are asked for “chai” if I may use that word, in order for them to be paid what is rightfully theirs. That delay creates many problems to the senior citizens of this nation. I, therefore, support this Bill. Thank you.

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to support the President’s Speech. It was a long and useful speech. In fact, he justified why the speech was long. Although he said he was tired, he managed to get across what he wanted through the speech. I was impressed with the president’s Speech on the economic situation of the country. He managed to tell us the past and the present; what happened before Independence and what his predecessors achieved up to the time he took over. He was convincing. At times, I struggle in my mind wondering ...

Thank you, Hon. Temporary Deputy Speaker. This is a Bill that should take a very short time, because it served its purpose during the colonial days and soon after Independence. The people it was serving are no longer there. I do not think it serves anyone today. So, the only thing we need to do is to ensure that if there are any funds remaining in that account, they do not disappear into thin air. It is taken care of so that our assets are not lost. Let the Mover get us out of this discussion so that we finish. ...

Thank you, Hon. Temporary Deputy Speaker. The Kenya Industrial Research and Development Institute has its headquarters in South B. The other one is a branch. It used to be the headquarters before they moved to South B. The Institute is a sleeping economic giant. We can help this country move steps forward in terms of development by supporting that Institute. Kenya is suffering from unemployment. We need to industrialize, which can only come from proper research that can only be conducted by institutes like KIRDI. That Institute has a lot of potential. From its own research, it has come up ...

Hon. Temporary Deputy Speaker, that Institute has a lot of potential to move us forward in terms of industrialisation. Noting this potential, I strongly support the Bill. This Institute should be independent and should be given enough funds to do what it is supposed to do, which is to properly carry out research and come up with products so that we can benefit from them. Previously, KIRDI used to advertise the results of their research in terms of products that they thought could move us forward. Those products could benefit Kenyans. Investors were starting small businesses. I remember that in ...

Thank you, Hon. Temporary Deputy Speaker. I beg to support this Bill. Honestly, there is no need for this law to exist in the books anymore because Asians are long gone and that kind of pension arrangement is also gone. In addition, we now have the Retirement Benefits Authority (RBA) taking care of…

Thank you. The point I am making is that we now have the RBA and the Kenyan Government making all kinds of arrangements for staff pensions. I, therefore, support this Bill.

Thank you, Hon. Speaker, for giving me the opportunity. For any country to develop, you need the two sides of people signing a tenancy agreement. The investor who gives his property for rental is a very essential part of the agreement. Indeed, it is important that he gets his returns in order to develop himself and the country. If he were to be interfered with in terms of his income, for sure he will suffer and the country will suffer. Equally, the tenant must enjoy his right in renting the property. Because of the importance of these people, the Bill ...

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. I am sorry; there is something wrong with my card. You said you could not see my registration and yet, it is showing here. I rise to support the Bill. I am a member of the Departmental Committee on Finance and National Planning and I am grateful that our Chairperson has ably elaborated what we agreed on. Complaints arose. The Kenya Revenue Authority (KRA) was taken to court by Okiya Omtata and the rest. There have been delays in solving tax problems with the payers and therefore, whatever we ...
