He just needs to have basic leadership skills at the village level to ensure, for example, that children attend school at the correct age or ensure that people have clean water. This will help our people to have good services at very minimal costs. It should further be clear that these people should be remunerated. In an attempt to devolve downwards, it should be clear that these people, including village elders, will be properly remunerated by the county government. view

It is important to note that a governor will be elected by universal franchise. That is stipulated in Clause 47. We know we are faced with a difficult circumstance of fighting Al Shabaab, but the Government is up to the task. I want to assure the hon. Member and, indeed, the House, that the Government has taken the matter very seriously. We will do our best. If necessary, we will have more consultations to ensure that we beef up security, so that all children can continue attending school. view
